Eight additions to the Cabinet
KATHMANDU: Prime Minister Madhav Kumar Nepal this evening administered the oath of office to eight Cabinet Ministers at a ceremony organised at Shital Niwas, the President's office.
MJF Parliamentary Party leader Bijay Kumar Gachhadar has been appointed Deputy Prime Minister and Minister for Physical Planning and Works, a portfolio he held in the Maoist-led government as well.
Despite opposition within the NC, Sujata Koirala, who has been nominated to lead the party in the Cabinet, was sworn in as the Minister for Foreign Affairs, a coveted portfolio. NC president Girija Prasad Koirala had held an informal meeting with senior party leaders this morning to garner support in favour of his daughter. A majority of NC leaders, including acting president Sushil Koirala, vice presidents Ram Chandra Poudel and Prakash Man Singh, had expressed dissatisfaction over GP Koirala's move to let Sujata lead the party in the new Cabinet.
Other ministers in the expanded cabinet include Dr Prakash Saran Mahat, Bal Krishna Khand, Dr Minendra Rijal, Purna Kumar Sherma and Uma Kanta Chaudhary from the NC and Dambar Shrestha from the CPN-ML. The six ministers are yet to be allotted their portfolios.
Claiming that there was no dispute within the MJF over his leadership in the government, Deputy PM Gachhadar said that his main priorities were drafting the new constitution on time, leading the peace process to a logical end and providing relief to the people. " The parliamentary party meeting had decided to join the government under my leadership. The political committee of our party today supported the decision as well. Hence, there is no possibility of an imminent split in the party," he said.
Minister Dr Mahat assured that the Cabinet would take a complete shape soon. He said that the government would focus on providing relief to the people and bringing the peace process to a logical conclusion.
Meanwhile, MJF chairman Upendra Yadav-led faction has started a signature campaign against Gachhadar. They sent a letter to the PM, alleging that the decision to appoint Gachhadar as the Deputy PM wasunacceptable to them.

GPK wants Sujata to lead
KATHMANDU: Nepali Congress (NC) president Girija Prasad Koirala today disclosed that he wanted his daughter Sujata to lead the party in the new government. However, senior NC leaders stand divided over
the decision.
“Koirala informed this to party leaders at his residence. Though Sher Bahadur Deuba, Gopal Man Shrestha and Bimalendra Nidhi supported him, Sushil Koirala and Ram Chandra Paudel opposed the move,” claimed a source in the NC. “Koirala proposed Sujata’s name as the Minister for Foreign Affairs. He said that she would lead our party in the government,” said Bimalendra Nidhi, general secretary, NC.
“No discussion was held within the party about who should lead the team,” said Paudel. The NC president has entrusted Deuba with the responsibility to finalise the names of NC candidates for the Cabinet berths.
Deuba has been urged to finalise the names by tomorrow in consultation with other leaders. Last week, the party’s central committee meeting had decided that Koirala should take a final call on the NC’s representatives in the Cabinet. During a meeting with Prime Minister Madhav Kumar Nepal and UML leaders, including president Jhala Nath Khanal, today, Koirala proposed Sujata’s name as the Minister for Foreign Affairs.
Sources claimed that he demanded seven ministerial berths for his party. The PM and UML leaders visited Koirala’s residence at Maharajgunj to discuss the issue of Cabinet expansion.
Sources maintained that Prakash Man Singh, Dr Prakash Sharan Mahat, Purna Kumar Sharma, Mohamad Aftab Alam, Umakanta Chaudhari, Ajaya Kumar Chaurasia from Parsa and Narayan Prasad Saud from Kanchanpur might represent the NC in the Cabinet.
Meanwhile, both the NC and the UML have come to an understanding that the Home and Finance portfolios would be handled by the latter. But, this is subject to the approval of the Madhesi Janaadhikar Forum (MJF) and other parties in the ruling coalition. The UML, too, is likely to announce the names of its representatives in the Cabinet tomorrow. The MJF and the Tarai Madhes Democratic Party (TMDP) are still at the horns of a dilemma over their ministerial aspirants. Major parties expect that the Cabinet expansion will take place tomorrow evening. The Common Minimum Programme will be signed at the 22-party meeting, which is slated to be held at 3 pm tomorrow.

India bank on 'Captain Cool' Dhoni for encore
Mahendra Singh Dhoni will relive a pathbreaking moment in his fairytale career when he leads India's defence of the World Twenty20 title in England.
Dhoni marshalled India to a stunning triumph in the inaugural World T20 in South Africa in 2007, his first assignment as captain after just two years as a regular team member. He has not looked back since, rising from a lowly and poorly paid railway employee in his home town Ranchi in eastern India to become one of the country's most celebrated sportsmen.
Some call him India's lucky mascot, others marvel at his unflappable composure that has earned the dashing batsman-wicketkeeper the nickname of 'Captain Cool', but no one doubts his Midas touch. The supremely confident Dhoni has won five of his seven Tests as captain, with the remaining two ending in draws.
He also has 31 wins in 50 one-day matches at the helm and and six victories in 12 Twenty20 internationals, securing Dhoni the status of cult figure in the cricket-obsessed country. Lucrative sponsorship deals have followed and he is the highest-paid home star in the Indian Premier League with a 1.5-million-dollar-a-year contract with the Chennai Super Kings.
"He is a very impressive captain who knows how to get the best out of his team," said former India captain Dilip Vengsarkar, who handed Dhoni the top job in 2007 as chairman of the selection committee.
World batting record holder Sachin Tendulkar, now in his 20th year in international cricket, is another Dhoni fan. "I am extremely happy and delighted at the way he has conducted himself," said Tendulkar. "He is a balanced guy and is always on his toes all the time. Before he was made the captain, standing in the slips I interacted with him, and he picked up a lot of things which clearly indicated that he has a sharp brain. His approach is pretty clear and not complicated."
Dhoni led India to its first Test series win in New Zealand in 42 years in March, following impressive home wins against world champions Australia and England earlier in the season.
But he himself admits that retaining the World Twenty20 title will be a tough act to follow. "It will be silly to name favourites in a 40-over game, things can change so quickly," he said. "It all depends on how one plays on a particular day. The secret is to play to your potential and try to be as consistent as possible. Hopefully we will do that in England."
India are drawn with Bangladesh and Ireland in the preliminary round, but face the prospect of battling Australia, South Africa and England in the Super Eights

McCullum, Hodge runs give Kolkata rare victory
CENTURION: Australasians Brendon McCullum and Brad Hodge were the heroes as Kolkata Knight Riders shocked Chennai Super Kings Monday in an Indian Premier League thriller.
Skipper McCullum from New Zealand struck 81 runs and Australian Hodge an undefeated 71 as Kolkata scored a single off the last ball at Centurion Park and triumphed by seven wickets.
It was only the second win in 13 outings for the bottom team in the Twenty20 extravaganza while a Chennai side lacking injured star batsman Matthew Hayden suffered their fifth loss of the group phase which finishes Thursday.
Suresh Raina top scored for Chennai with 52 as they made 188-3 in 20 overs on a cold, late autumn evening at the Test venue halfway between Johannesburg and Pretoria.
McCullum was quickly into his stride as Kolkata chased a daunting total, reaching a half century during the sixth over before being bowled by Shadab Jakati with his side on 124-2 after 13 overs.
But Hodge carried the fight to Chennai and after going into the final over needing six runs to win, it came down the final ball which wicketkeeper Wriddhiman Saha scrambled for a single to avoid a super-over climax.
"Winning was far more important than my contribution," said modest man of the match Hodge. "We have tried so hard in the IPL only to finish on the wrong side of results."
McCullum added: "I would not wish the last four weeks on my worst enemy, but the boys kept lifting themselves off the floor and tonight we got over the line. Now we must enjoy ourselves."
Chennai skipper MS Dhoni said: "We got a lot of runs only for our opponents to bat brilliantly. Now we face the same situation as last year of needing a win from our final match to clinch a semi-finals place."
Kolkata face defending champions Rajasthan Royals and Chennai meet Kings XI Punjab Wednesday in a Durban double-header.

32 MJF members sign for UML
KATHMANDU: Parliamentary party leader of the Madhesi Janadhikar Forum Bijaya Kumar Gachchhadar has submitted the signatures of thirty-two MJF members of the Constituent Assembly to the CPN-UML expressing his party's commitment to support the CPN-UML to form the next government.
Gachchhadar reached UML's office in Balkhu on Sunday afternoon to submit the signatures of the MJF members representing in the CA. The MJF has fifty-three members in the CA. According to Gachchhadar, the signatures were also handed over to the CA chairman Subash Chandra Nembang. Gachchhadar said that he would bring more members from MJF in support of UML-led govt.
UML leaders Jhalanath Khanal, Madhav Kumar Nepal and TMDP chairman Mahanth Thakur among others were present on the occasion.

Power cut to come down
KATHMANDU, May 16 - With rivers witnessing a slight increase in discharge due to sporadic rainfall, Nepal Electricity Authority (NEA) is planning to marginally reduce power outage hours from next week, an official said on Friday. The cut in outage hours is yet to be worked out.
On April 17, the state-owned power monopoly had brought down daily power outage to 12 hours from 16.
According to the NEA official, the 144-MW Kali Gandaki 'A' project is generating about 100 MW during peak hours, up from 65-70 MW a few weeks ago.
The 70 MW Mid-Marshyangdi Hydro Electri-city project has been operating at full capacity for over a month during peak hours, while water level in the 90-MW Kulekhani Reser-voir, the only storage type hydro power project in the country, has also increased due to precipitation.
However, as the rain is intermittent and less intense, power generation is likely to fluctuate in the coming days if there is no rainfall. NEA said this will ultimately affect power generation

Manchester United extend lead
MIDDLESBOROUGH: Manchester United extended their lead at the top of the Premier League to a commanding six points as goals from Ryan Giggs and Park Ji-Sung sealed a comfortable 2-0 win away to Middlesbrough.
Giggs struck his fourth goal of the season before the break here at the Riverside Stadium on Saturday to help double United’s points advantage over title rivals Liverpool, who host Newcastle on Sunday.
And South Korea international Park deservedly doubled their advantage early in the second-half as reigning champions United, seeking to equal Liverpool’s record of 18 English titles, strolled to a fifth consecutive league victory.
United couldn’t have asked for an easier warm-up for Tuesday’s Champions League semi-final trip to Arsenal, where they defend a single-goal first-leg lead, as they showed little sign of fatigue despite clocking up their 60th game of a season that could yet see them win four trophies.

Birmingham promoted to Premier League
BIRMINGHAM: Birmingham are back in the Premier League at the first attempt after securing automatic promotion from the Championship with a 2-1 win at Reading on Sunday. Skip related content.
Alex McLeish's team had wasted a chance to seal promotion when they were beaten by Preston last weekend, but they made no mistake with their second and final opportunity on the last day of the season.The Blues, who go up alongside champions Wolverhampton, went ahead through Keith Fahey's first half strike and Kevin Phillips put them within touching distance of the top-flight when he scored on the hour.
Marek Matejovsky reduced the deficit for Reading, who had an outside chance of automatic promotion themselves, a minute later but Birmingham held on to return to the Premier League a year after relegation.
McLeish said: "I'm really delighted for everyone at the club. Last week we wondered if our chance had gone and there were some tired legs out there.
"Before the match we just asked the lads to play the best game they've played all season.
"Now it is not the time to start talking about what we are going to do in the Premier League. We just need to savour this moment."
Birmingham went ahead in the 19th minute when Marcus Hahnemann allowed Fahey's shot to squirm through his grasp and over the line.

6 Olympic athletes test positive
STUTTGART: Add the Beijing Games to that growing list of Olympics where winners and losers are still being sorted out long after the torch goes dark.
The reason is familiar: Doping.
This time, the International Olympic Committee caught six athletes after restesting their Beijing blood samples for CERA, an advanced version of the blood-boosting hormone EPO.
Among those caught Tuesday were three track and field athletes, two cyclists and one weightlifter, a person familiar with the results told The Associated Press.
The person, speaking on condition of anonymity because the names haven't been released by the IOC, said a male track and field athlete who won only one gold medal was one of the athletes. The other medalist was in cycling.
The IOC did not identify the athletes or sports involved, saying it was notifying the competitors through their national Olympic committees.
But once the names come out, the appeals are over and final judgement is handed down, it's a good bet we'll see some redistribution of medals. Olympic fans should be used to that by now. The Sydney Games have been over for almost a decade, and medals involving teammates of Marion Jones and Tim Montgomery are still in limbo.
The World Anti-Doping Agency welcomed the IOC findings. Under the WADA code, athletes can be disciplined up to eight years from the date of a doping violation.
"We suggest that athletes who may be tempted to cheat keep this reality in mind," WADA president John Fahey said. "We believe that retrospective testing serves as a strong deterrent."
The Italian Olympic Committee said one of the six athletes whose results came back positive on the retest was Italian, though it declined to name him. The Italian news agency ANSA identified him as cyclist Davide Rebellin, silver medalist in the road race.
It appears no Americans will get caught up in the CERA retests.
U.S. Olympic Committee spokesman Darryl Seibel said the federation hadn't received notification from the IOC of any adverse findings involving a U.S. athlete.
"Unless we hear otherwise, we are treating no news as good news," Seibel said.
The IOC reanalyzed a total of 948 samples from Beijing after new lab tests for CERA and insulin became available following the Olympics. The testing began in January and focused mainly on endurance events in cycling, rowing, swimming and track and field.
"The further analysis of the Beijing samples that we conducted should send a clear message that cheats can never assume that they have avoided detection," said Arne Ljungqvist, chairman of the IOC medical commission.
Coaches, athletes and anti-doping organizations also welcomed the announcement, saying it helps restore credibility to Olympic sports.
"I'm in favor of anything they're doing to clean up the sport," said Glen Mills, coach of Jamaican gold-medal sprinter Usain Bolt, who set world records in the 100 meters, 200 meters and 4x100 relay.
Bolt "has not heard anything — and he will not hear anything," Mills said by telephone from Jamaica.
The IOC will wait for word from the national Olympic bodies before holding any disciplinary hearings. Athletes found guilty of doping face being disqualified from the Olympics and stripped of any medals they won. Jones had her five medals from 2000 stripped in 2007 and other Americans have faced the same fate more recently.
Lauryn Williams, a member of the U.S. track and field team in Beijing and a 2004 silver medalist in the 100 meters, backed the testing system.
"To go ahead and weed out the cheaters is a good thing," she said. "To find out there are additional cheaters is not a great thing."
This week's positive findings were based on "A" sample test results. Athletes will be allowed to ask for a testing of their backup "B" samples.
In the meantime, national and international bodies are free to impose provisional suspensions of athletes, the IOC said.
A Greek race walker, Athanasia Tsoumeleka, announced in January that she had tested positive in the new Beijing checks. Tsoumeleka, who finished ninth in Beijing in the 20K walk, was charged by a Greek prosecutor earlier this month with using banned drugs.
The IOC previously disqualified nine athletes for doping at the Aug. 8-24 Olympics. In addition, there were six doping cases involving horses in the equestrian competition.
The IOC has already stripped four athletes of Beijing medals — Ukrainian heptathlete Lyudmila Blonska (silver), Belarusian hammer throwers Vadim Devyatovskiy (silver) and Ivan Tsikhan (bronze) and North Korean shooter Kim Jong Su (silver and bronze).
